East Cleveland was in Academic Distress for over a decade. We didn’t get out by working harder. We got out by building a system. A district in state Academic Distress after more than a decade of stagnation.

The Mandate

Dr. Henry Pettiegrew II is appointed CEO of East Cleveland City Schools by the Academic Distress Commission, with expanded authority to lead the turnaround.

2021

Operating System

Cadence, evidence loops, and the 20-Day Cycle installed across all five buildings.

Accountability Installed

The Board of Education and Academic Distress Commission adopt the District Revitalization Plan and District Score Card — 20 metrics across five domains — activating the formal release pathway.

2023

Report Card Progress

The state report card Progress rating advances from 2 stars to 3 stars.

Measurable Movement

Chronic absenteeism falls from above 60% to the low 50s and the Performance Index rises about 8 points.

2024

External Audit

A four-tier intervention ladder runs consistently across all five buildings.

Independently Verified

The District Score Card records 16 of 20 metrics met, and the Auditor of State of Ohio Performance Audit (January 2024) documents the operational integrity of the work.

2025

The Result

Overall state rating 1★ → 3★ and growth/progress 2★ → 4★ (2021–2025); Performance Index 43.3 → 57.6; graduation to 83.7%.

Released from State Oversight

In December 2025, the State Board of Education ends Academic Distress Commission oversight and East Cleveland returns to local control.
